Historical Equity Analysis and Contextualization

HEAL diagnoses where today’s costs and performance deficiencies are linked to inequitable past decisions not considered by past planners and applies these lessons to target new solutions and heal burdened communities.  HEAL curates and synthesizes existing historical documentation to identify how past policies continue to shape present-day access, infrastructure conditions, and community trust. We translate historical context into planning-relevant findings that inform current decision-making.

Qualitative Research and Lived Experience Documentation

HEAL conducts structured oral history interviews, ethnographic listening sessions, and qualitative coding to identify transportation, access, safety, and resource barriers that are not captured in quantitative datasets. Findings are systematically integrated into technical planning documents.

Community-Embedded Engagement Strategy

Through partnerships with trusted community liaisons and organizations, HEAL expands participation beyond traditional public meetings, particularly among historically underrepresented families, elders, and rural residents. This reduces late-stage resistance and strengthens implementation feasibility.

Mixed-Methods Integration with Technical Planning

HEAL’s qualitative findings are designed to integrate directly with GIS analysis, enrollment modeling, transportation routing, and capital planning scenarios—strengthening prioritization decisions and providing defensible, equity-based justification for investment strategies.
