Spalding County sits on the southern fringe of Atlanta and is just starting to experience significant growth. With significant rail infrastructure, under-developed freeway interchanges, and proximity to the busiest airport in the world, the Atlanta Regional Commission and Spalding County partnered to get ahead of emerging development and reflect infrastructure needs in plans and development programs.

Metro Analytics applied a unique Cargo-Oriented Development approach to optimize freight accessibility for new freight-intensive uses, maximize worker access to industrial businesses, and set infrastructure priorities for growing industrial districts. The effort also included developing a “Master Architecture” to help ensure an adequate background network can emerge to support both freight and general traffic.
