Metro Analytics is subcontracted to Atlas Consulting to assist in developing the Barrow County, Georgia Comprehensive Transportation Plan (CTP), which will help the county fund transportation projects, provide input to the regional transportation planning process, and help local communities identify and confirm local visions and transportation goals. Metro Analytics was tasked with assisting in the inventory of the transportation network, including data collection and review of freight-related network assets, drawing on data from FHWA, the Georgia Department of Transportation, the Atlanta Regional Commission (ARC), and other sources. The inventory reviewed existing roadway characteristics, freight generators, intermodal characteristics, rail network characteristics, and overall system resiliency.

Building on the Existing Conditions Technical Memo, Metro Analytics reviewed the collected freight and goods movement information, asset management, resiliency, and emergency preparedness elements, and developed an assessment of current and future freight conditions, examining existing bottlenecks, safety characteristics, roadway freight network designations, restricted truck routes, and last-mile connections to freight generators. The team also assessed intermodal and air cargo needs, including interviews with local airport officials.

Based on these assessments, Metro Analytics provided preliminary freight recommendations, including a prioritized list of freight-related transportation projects ranging from further detailed analysis to redesignating roadways as part of the ARC freight network.
