JFA analyzed the benefits and costs of transportation efficiency improvement programs for the freight and transit sectors across all 50 U.S. states, Puerto Rico, and the U.S. Virgin Islands. JFA used state transportation energy consumption forecasts and Energy Information Administration data to synchronize baseline state vehicle fleet and vehicle miles traveled forecasts with greenhouse gas emissions forecasts.
