Vincent Matheney, in association with Metro Analytics, led development of the Tucker Summit Community Improvement District (TSCID) Freight Cluster Plan. The study focused on developing land use and economic strategies to foster a vibrant industrial cluster.
Major milestones in the plan’s development included a stakeholder engagement and outreach strategy, with innovative activities such as specific outreach to truck drivers via CB radio during the COVID pandemic; a best practices report reviewing effective planning for freight-related infrastructure from throughout the region and Georgia, including innovative zoning for industrial development and design for heavy trucks; a thorough inventory and assessment of relevant data and factors influencing freight mobility and industrial development throughout the TSCID; and a traffic study assessing the TSCID’s roadway network to identify improvements that best serve freight mobility and promote economic development.
The plan’s recommendations and work program addressed transportation, land use, and economic development, including a detailed, prioritized project list based on anticipated revenues and cost estimates from recent expenditures on similar projects. The TSCID Freight Cluster Plan reflects the JFA team’s experience developing solutions to promote freight mobility while understanding changing market trends in the study area.
